Cognac Napoleon 1811 Grand Reserve

Story:

It has been in my family for at least 60-70 years. It was gifted to my grandfather by US congressman Wint Smith in the 50's or 60s. My grandfather was Roderick E. Weltmer. He and Wint were both born and are buried in the small town of Mankato, KS. The "official document" I indicated is a tax stamp on the bottom from the state of CO. It has the name of Sec of State George E Saunders whose term was 1937 to 1941. Prohibition ended in CO in 1933, I believe. I did not get a picture of the back. There is nothing on the back. I also don't have a weight. I can get that tonight.
